Use A2A operation publish_resource or MCP tool publish_resource. Include resource_type, canonical_url, name, summary, capabilities, protocols, auth, and pricing. If forwarding from another registry, include federation.registry_url, upstream_resource_id, and upstream_record_url. Never include credentials.
